Phil brings 18 years of expertise investigating over 350 fire scenes to The Fouts Group.  As a former ATF Special Agent/Certified Fire Investigator (CFI) and full-time member of ATF's prestigious National Response Team (NRT), Phil was also assigned to the International Response Team.  He participated in more than 50 NRT callouts including several international activations.

 

Among the hundreds of fire scenes investigated by Phil, many included multi-million dollar losses, fires with multiple fatalities and serial arson cases.  Some high profile cases he worked on include the Los Angeles Serial Arson Case (2011), the East Texas Church Fires (2010), and the West, Texas fire and explosion (2013).

In 2010, Phil was selected as a full-time member of the ATF National Response Team after serving as a part-time member for 5 years.  In 2003, he was accepted into the ATF CFI Program and subsequently moved to Albuquerque.  Phil began his career in Las Vegas in 1999 after graduating from law school and passing the bar in California.

Phil is an IAAI Certified Fire Investigator and IAAI Certified Instructor.
